Mazda American Credit doesn't let dealers know about promotions in time

Got a new Mazda from Fremont Mazda. Chose the 0.9% financing through MAC (Mazda American Credit) as they could not tell me if 0.0% would be available soon. A day after I signed, they advertised the 0.0% and I was furious! I wonder if this is acceptable business practice?

Regardless, I will rate them average (3 stars) based on this. I've also written a letter to them complaining about this, as they apparently don't give dealers advanced warning on these promotions.
