Lowest estimate. If not, tell them and they'll prob'ly at least match it. You can sometimes make a counter-offer, too, or if they can't come down on the price, you might ask them to throw in some additional repair for free or discounted (they repaired and painted my rear bumper in lieu of taking off 10% of the insurance estimate, essentially getting a $300 job for free!).
